Commissioner Tippin questioned the proposed interest rate <br />increase, and OMB Director Joe Baird explained that our policy has <br />been to change the interest rate every January 1 to 2% over prime <br />rate. Presently, the prime rate is 8-1/2%, which would mean we <br />would charge an assessment interest rate of 10-1/2 percent for <br />1995. The County does not want to get into the banking business <br />and we don't want to take business away from the banks. However, <br />we need to recover the cost of doing business. We are doing this <br />for people who cannot obtain financing, and we feel it is a <br />reasonable rate. <br />Commissioner Tippin stated that he would go along with it if <br />it always has been our policy. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />the change in interest rate to 10-1/2 percent <br />effective immediately. <br />A Release of Utility Liens <br />The Board reviewed the following memo dated 1/10/95: <br />TO: BOARD OF COUNTY COMMISSIONERS <br />CZ� <br />FROM: Lea R.
