INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />CONSENT <br />TO: Jason E. Brown, County Administrator <br />THROUGH: Richard B. Szpyrka P.E., Public Works Director <br />FROM: Keith McCully, P.E., Stormwater Engineer <br />SUBJECT: Approval of Work Order No. GKE 1 With GK Environmental, Inc. for <br />Environmental Permitting, Gopher Tortoise Surveys, Gopher Tortoise <br />Relocation Services, and Landscaping Design Assistance Services for the <br />Moorhen Marsh Low Energy Aquatic Plant System (LEAPSTM) <br />DATE: May 10, 2019 <br />DESCRIPTION AND CONDITIONS <br />On April 18, 2017, the Board of County Commissioners approved the purchase of an 18.03 -acre <br />parcel at the southeast corner of the intersection of the Indian River Farms Water Control <br />District's Lateral "A" and North Relief Canals. A regional stormwater treatment facility that will <br />use managed aquatic plants to remove nitrogen and phosphorus from North Relief Canal water <br />will be constructed on the property. The project is part of the County's effort to reduce <br />nutrient discharge into the Indian River Lagoon and is listed as CIRL-IRC-07 in the County's most <br />recent Best Management Practice update submitted to Florida Department of Environmental <br />Protection. A pilot plant study near the site was completed in February 2018 and final system <br />design has begun. <br />As part of the design process, miscellaneous environmental and landscape design services are <br />necessary for the project. Work Order GKE 1 with GK Environmental, Inc. (GKE) will be utilized. <br />GKE has a continuing contract with Public Works for professional environmental and biological <br />support services. Specific services are listed on the attached Work Order. <br />The maximum not -to -exceed sum of $21,380 for a professional services fee associated with <br />Work Order No. GKE 1. For services rendered according to the Work Order's Tasks 1, 2, 3, 4, <br />5.A, and 5.B the cost is $12,380 and $9,000 for an estimated five (5) gopher tortoise relocations <br />associated with Task 5.C. <br />FUNDING <br />Funding in the amount of $21,380 is budgeted and available in the Optional Sales <br />Tax/Stormwater/PC North Account #31524338-066510-16018. <br />24 <br />c:\users\legistar\appdata\local\temp\bcl technologies\easypdf 8\@bcl@b80df163\@bcl@b80dfl63.doc <br />
