Portion of Approved April 25, 2019 Planning <br />and Zoning Commission Meeting Minutes <br />Chairman Todd Brognano proceeded to close the public hearing. <br />ON MOTION BY Mr. Alan Polackwich, SECONDED <br />BY Dr. Jonathan Day, the members voted <br />unanimously (6-0) to approve staff <br />recommendations on this Legislative matter. <br />C. County initiated Request to Amend (Update) the text of the Capital <br />Improvements Element of the county's Comprehensive Plan to modify <br />certain concurrency management requirements, modify certain <br />transportation level of service standards, modify and add new policies <br />to allow for more effective implementation of concurrency management; <br />and to update the Transportation Element to modify certain <br />transportation level of service standards, and to remove and replace <br />outdated text, data and maps. [Legislative] <br />Mr. Stan Boling provided context regarding the timing of the Evaluation <br />and Appraisal Report for the county's Comprehensive Plan as it relates to census <br />data and the Long -Range Transportation Plan updated by the Metropolitan <br />Planning Organization (MPO) every five years. <br />Mr. William Schutt, Chief of Long Range Planning, reviewed information <br />regarding the request to amend the Comprehensive Plan and gave a PowerPoint <br />presentation, copies of which are on file in the BCC office. He recommended that <br />the Planning & Zoning Commission recommend that the BCC approve the <br />proposed text amendments for transmittal to state and regional review agencies. <br />Mr. William Schutt, Mr. Stan Boling, and Deputy County Attorney Mr. Bill <br />DeBraal proceeded to answer questions from the Commissioners regarding the <br />proposed amendments. <br />Mr. Phil Matson, MPO Staff Director, referred to the Florida Department of <br />Transportation (FDOT) Quality Level of Service Handbook and clarified details of <br />the proposed transportation amendments.
