Mehta, PE, Managing Director, Solid Waste Disposal District <br />Subject: Preliminary FY 19/20 SWDD Assessment- Mandatory Garbage Collection <br />Descriptions and Conditions: <br />During the Fiscal Year (FY) 19/20 budget workshop held on July 17, 2019, the Solid Waste Disposal <br />District (SWDD) Board of Indian River County ("Board") held the public hearing concerning the <br />preliminary SWDD Budget and Solid Waste Charge/Assessment. After the public hearing, the Board <br />voted to approve a proposed Solid Waste Residential Charge of $107.44 per Waste Generation Unit <br />("WGU"), which equates to a rate of $171.90 per Equivalent Residential Unit ("ERU"). The vote did not <br />impact the other rates determined by the Board. After a discussion with the Indian River County <br />Property Appraiser at the public hearing, the Board voted to have the assessment rate apply to residents <br />in all of the unincorporated areas of Indian River County. Since that time, it has been determined that it <br />would be practical to apply the approved proposed rate on only those residents within the Urban <br />Service Boundary. Thus, SWDD staff recommends that the Board vote to approve the rate only for those <br />areas within the Urban Service Area. SWDD staff recommends that for the residents in the <br />unincorporated areas of Indian River County outside the Urban Service Area, the Board vote to approve <br />the proposed Solid Waste Residential Charge of $75.56 per WGU, which equates to a rate of $120.90 per <br />ERU. <br />Funding: <br />No funding is requested in this agenda item but rather clarification on SWDD Board direction. <br />Recommendation: <br />Staff recommends that its Board vote to approve the proposed Solid Waste Residential Charge of <br />$107.44 per WGU, which equates to a rate of $171.90 per ERU rate for the unincorporated areas of the <br />County within the Urban Service Area, and to approve the proposed Solid Waste Residential Charge of <br />$75.56 per WGU, which equates to a rate of $120.90 per ERU for properties outside the urban service <br />area. <br />FY19/20 SWDD Assessment- Mandatory Garbage Collection <br />Page 1 of 1 <br />
