Brown, County Administrator <br />From: Vincent Burke, PE, Director of Utility Services <br />Prepared By: Arjuna Weragoda, PE, Capital Projects Manager <br />Subject: Amendment 1 to Work Order No. 1 with Arcadis for Design, Procurement and Construction <br />Administration to Rehabilitate the RAS/WAS Pumps at the Central Wastewater Treatment <br />Plant <br />Descriptions and Conditions: <br />On March 26, 2019, the Indian River County Board of County Commissioners (BCC) approved Work Order <br />No. 1 to Arcadis US, for professional engineering services to remedy the return -activated sludge/waste- <br />activated sludge (RAS/WAS) system at the Central Wastewater Treatment Facility (CWWTF). During the kick <br />off meeting, staff brought up additional items that are a part of deferred maintenance that would require <br />design and bidding. <br />Analysis: <br />At that meeting on May 3, 2019, staff requested Arcadis submit a proposal for professional engineering <br />services to include the additional work at the CWWTF. The additional work comprises of the following: <br />• Replace the existing VFDs for each of the RAS and WAS pumps (10 total) <br />• Replace the existing level sensors (four total) with two (2) in the RAS/WAS splitter <br />box and two (2) in the thickened sludge storage tanks <br />• Replace the existing 150 gallons per minute (gpm) rotary drum thickener (RDT) <br />with a new unit rated at 300 gpm <br />• Develop phasing plan for construction to ensure continued operation <br />• Develop bid documents, provide pre-bid support, and bid recommendation <br />Per the Continuing Consulting Engineering Services Agreement for professional engineering services dated <br />April 17, 2018, Arcadis submitted a proposal for design, bidding assistance and construction management <br />services. Arcadis has submitted Amendment No.1 to Work Order No. 1, which includes providing <br />professional services for design, specifications/bid documents, and construction observation to <br />rehabilitate the RAS/WAS pump system and the RDT at the Central WWWTF.
