INDIAN RIVER COUNTY, FLORIDA <br />BOARD MEMORANDUM <br />CONSENT AGENDA <br />TO: Jason E. Brown, County Administrator <br />THROUGH: Richard B. Szpyrka, P.E., Public Works Director <br />FROM: Kendra Cope, M.S., Coastal Resources Coordinator <br />SUBJECT: FDEP Grant Agreement No. 19IR2, Indian River County Hurricane Irma <br />Recovery Project — Sector 7 <br />DATE: June 21, 2019 <br />DESCRIPTION AND CONDITIONS <br />In 2018 the Florida Legislature provided funds to assist Counties who experienced beach and <br />dune erosion caused by Hurricane Irma. The Department of Environmental Protection (FDEP) <br />developed the 2018 Hurricane Irma Supplemental Funding Plan for Florida's beach and dune <br />system to distribute these funds. FDEP has issued Agreement No. 191R2 to commit State funds <br />for a reimbursement for the design and construction of a Hurricane Irma Recovery Project within <br />Indian River County's Sector 7 Project area, a critically eroded headland in the southern portion <br />of the County. <br />The attached Agreement commits up to $307,538 with no cost share requirements. The <br />Agreement identifies Indian River County as the Local Sponsor, County Coastal Resources <br />Coordinator Kendra Cope as the project manager, and has an expiration date of November 30, <br />2021. <br />FUNDING <br />Local funding for Beach Restoration includes a portion of the Local Option Tourist Tax Revenue. <br />Funding for the Sector 7 Beach and Dune Renourishment Project will be funded in the <br />FY2020/2021 budget Account No. 12814472-066512-17026, Beach Restoration Fund/Sector <br />7/Hurricane Irma. <br />RECOMMENDATION <br />Staff recommends the Board approve FDEP Grant Agreement No. 191R2 and authorize the <br />Chairman to sign the Agreement on behalf of the County. Following Board approval, the County <br />will transmit the partially executed Agreement to the State for final signatures. Upon receipt of <br />the fully executed original FDEP Grant Agreement 19IR2 from the State, staff will transmit to the <br />Clerk to the Board of County Commission for recording. <br />ATTACHMENT <br />1.
