ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously approved <br />the COPS Grant and authorized the Chairman to <br />execute the Grant Manager's Memorandum, as <br />recommended by staff. <br />GRANT APPLICATION IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD <br />K. Scott <br />President of Florida Senate <br />Suite 409 <br />The Capitol <br />Tallahassee, Florida 32933-1100 <br />Dear Senator Scott: <br />The County Commissioners of Indian River County would like to <br />express our concern for the proposed 25o budget cut to the <br />Department of Health and Human Services. If it is necessary to <br />reduce their budget by this amount, in District 15 the cuts will <br />reduce many services drastically if not eliminate them <br />completely. <br />Major cuts will be made in preventive programs. There are many <br />studies that prove preventive programs are cost effective and <br />will cut the state expenses over the long term. The elimination <br />of Primary Care and Part H services are examples of the <br />preventive services being eliminated in Indian River County. <br />In funding HRS 'programs, we were eager that preventive care and <br />children's services be their top priority for funding. We <br />understand the legislature was eager to look at fraud, waste and <br />ineffectiveness; however, we feel perhaps that HRS has taken a <br />different slant on this. <br />We understand the need for cuts and the need to eliminate <br />programs not really serving the public. Elimination of this type <br />program would serve the people of the state more effectively than <br />the elimination of preventive medicine and children's care. <br />JANUARY 24, 1995 21 moo 94 <br />
