RECOIr MMIDATION: <br />The staff of the Department of Utility Services -recommends <br />adoption of the attached Resolution which sets forth the above <br />described changes and additions amending Resolution 91-31, which <br />adopted rates, fees, and charges for the Department of Utility <br />Services pursuant to the authority of Ordinance 91-9, etc. <br />Director of Utility Services Terry Pinto explained that the <br />adjustment was brought about by the County servicing properties <br />outside the unincorporated area, such as the Town of Orchid where <br />the total cost is less for utilities than County residents pay. <br />This proposed resolution adds in a rate equalization rate of 6%, <br />the same amount that is charged to County customers. This would <br />result in the incorporated areas paying the same total charges as <br />County residents. <br />Commissioner Bird asked for further clarification, and <br />Director Pinto responded that the County residents pay their <br />charges plus a 6% franchise fee. However, the County is unable to <br />charge the incorporated areas a franchise fee. Also, in the case <br />where the County initiates a line extension without an assessment, <br />for example a line for looping, the County is unable to recover the <br />cost of the installation and the benefit to the resident is now <br />more than the County can recover. Staff recommends that both <br />sections be approved in order to put everyone on an equal basis. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the 'Board unanimously adopted <br />Resolution 95-16, Amending Resolution No. 91-31, <br />which adopted rates, fees, and charges for the <br />Department of Utility Services pursuant to the <br />authority of Ordinance No. 91-9, by adopting a new <br />rats for line extension charges for water lines and <br />a new rate equalization charge of 6% for non - <br />unincorporated area customers, as recommended by <br />staff. <br />RESOLUTION NO. 95-__L6 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF <br />INDIAN RIVER COUNTY, FLORIDA, AMENDING RESOLUTION <br />NO. 91-31, WHICH ADOPTED RATES, FEES, AND CHARGES <br />FOR THE DEPARTMENT OF UTILITY SERVICES PURSUANT TO <br />THE AUTHORITY OF ORDINANCE N0. 91-9, BY ADOPTING A <br />NEW RATE FOR LINE EXTENSION CHARGES FOR WATER LINES <br />AND A NEW RATE EQUALIZATION CHARGE OF 6% FOR <br />NON -UNINCORPORATED AREA CUSTOMERS. <br />WHEREAS, it is necessary that the Indian River County Department of <br />Utility Services enact a revised rate for line extension charges to recover <br />JANUARY 24, 1995 51 <br />�ODK 182 <br />
