ANALYSIS: <br />The City, finding that it would effectuate cost savings to have <br />the County construct the project utilizing its existing <br />engineering and construction contracts, has requested the County <br />to enter into an Interlocal Agreement to provide these <br />services (See Agreement Attached). Under the Agreement the <br />County will issue Change Orders to its existing engineering and <br />construction contracts, which must be approved by the City prior <br />to execution. <br />The funding for the project will be by the City through an <br />assessment for the area to be served. The preliminary <br />assessment for the project was passed by the City on September <br />28, 1994 (See copy attached). <br />The Sebastian City Council has unanimously approved the <br />proposed Interlocal Agreement on January 11, 1995. <br />The staff of the Department of Utility Services recommends <br />approval and execution of the Interlocal Agreement between <br />Indian River County and the City -of Sebastian and authorization <br />for the Department to proceed with the project. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />the Interlocal Agreement with the City of Sebastian <br />and authorized staff to proceed with the <br />construction of the Riverfront Water Project; as <br />recommended by staff. <br />AGREEMENT IS ON FILE IN THE OFFICE <br />OF THE CLERK TO THE BOARD <br />DISCUSSION OF OLD COURTHOUSE STUDY <br />Deferred. <br />INTERGOVERNMENTAL CHALLENGES SUMIVIIT REPORT <br />The Board reviewed a letter of January 18, 1995: <br />JANUARY 24, 1995 64 <br />
