Commissioner Adams gave a brief report on the <br />Intergovernmental Challenges Summit she attended and stated that <br />the seminar narrowed the issues down to the 5 most aggravating <br />challenges to intergovernmental coordination which were: Item 1 - <br />unfunded mandates; Item 2 - excessive rules and regulations; Item <br />3 - restricted revenue resources, including the legislative <br />authority given to water management districts with no one having <br />any control over their boards of directors who have unlimited or <br />unrestricted taxing authority; Item 4 - public safety and criminal <br />justice; and, of course, Item 5 - growth management. A detailed <br />report will be coming out soon. It was a rather intense 2 days and <br />she felt the Governor's office heard loud and clear the Advisory <br />Council on Intergovernmental Relations. They will be doing some <br />additional research and, hopefully, some very good things will come <br />out of it; perhaps not in this year's legislature, but certainly in <br />next year's. The lobbying effort will obviously center on these <br />items through the Florida Association of Counties and the Florida <br />League of Cities. <br />In regard to unfunded mandates, she .spoke with the past <br />president of the National Association of Counties and former <br />Pinellas County commissioner, Barbara Sheen Todd, who has agreed to <br />come to Indian River County on a tentative date of February 15, <br />1995. Commissioner Adams felt a luncheon forum would be <br />appropriate and suggested that elected officials, the press and any <br />interested business or community residents be invited to hear Ms. <br />Todd talk about unfunded mandates. <br />Chairman Macht, apropos of Commissioner Adams' report, advised <br />the Board that Assistant County Attorney Terrence O'Brien went to <br />Jacksonville for a water district regional meeting and will have a <br />report that he believes the Board will find very interesting as it <br />dovetails with what Commissioner Adams has reported. <br />JANUARY 24, 1995 50m 94 Pt�19 <br />GE <br />66 <br />
