INDIAN RIVER COUNTY, FLORIDA <br />NOTES TO FINANCIAL STATEMENTS - CONTINUED <br />Year Ended September 30, 1992 <br />10. Defined Benefit Pension Plans - Continued: <br />A. Florida Retirement Svstem - Continued <br />The amount of the total pension benefit obligation is based on a standardized <br />measurement established by the GASB Statement No. 5. The standardized measure- <br />ment is the actuarial present value of credited projected benefits. This <br />pension valuation method reflects present value of estimated pension benefits <br />that will be paid in future years as a result of employee services performed to <br />date and is adjusted for the effects of projected salary increases and any <br />changes in benefits. <br />Because the standardized measure is used only for disclosure purposes only, the <br />measurement is independent of the actuarial computation made to determine <br />contributions to the pension plan which is the entry age actuarial cost method. <br />For further information, including 10 -year historical trend information, refer <br />to the State of Florida's Comprehensive Annual Financial Report or the various <br />publications available from the Florida Department of Administration. <br />B. Firefighters Pension Plan <br />In October, 1981, the South Indian River County Fire District took over opera- <br />tions of the City of Vero Beach's Fire Department. Full-time firemen were given <br />the option of joining the Florida Retirement System or remaining in the City's <br />plan. Twenty full-time firemen and all of the volunteers elected to remain in <br />the City's plan. Those who joined the Florida Retirement System received <br />refunds of their contributions from the City's plan. The City has by Statute <br />retained fiduciary responsibility for this plan which is a single employer <br />public employee retirement system. Employer contributions to the PERS are made <br />by the County. <br />Benefits vest after 10 years of service. Firefighters who retire at the earlier <br />of age fifty-five and ten years of contributing service or age fifty-two and <br />twenty-five years of contributing service are entitled to an annual retirement <br />benefit, payable monthly for life, in an amount equal to 2.50 percent of their <br />base compensation over the highest five years of employment, multipled by <br />credited service. The PERS also provides death and disability benefits. These <br />benefits and other requirements are established by State Statute and City of <br />Vero Beach ordinance. The firefighters are required to contribute 7 percent of <br />their compensation. The PERS also receives contributions from the State for <br />insurance premium refunds. The County is required to contribute the remaining <br />amount necessary to pay the annual normal cost plus an amount sufficient to fund <br />any unfunded accrued liability over 40 years. <br />B-49 <br />
