PUBLIC HEARINGS <br />10.A.1. 19-0456 <br />Recommended Action: <br />PROOF OF PUBLICATION FOR THESE HEARINGS IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD. <br />Transmittal Hearing: County Initiated Request to Amend (Update) the Text of <br />the Capital Improvements Element of the County's Comprehensive Plan to <br />Modify Certain Concurrency Management Requirements and to Update the <br />Transportation Element to Modify Certain Transportation Level of Service <br />Standards, and to Remove and Replace Outdated Text, Data, and Maps <br />(Legislative) <br />Based on the analysis performed, staff and the Planning and Zoning <br />Commission recommend that the Board of County Commissioners: 1. Adopt <br />the resolution for transmittal of the proposed comprehensive plan text <br />amendment to the state and regional review agencies, and 2. Announce its <br />intention to hold and advertise a final public hearing at the adoption stage of the <br />plan amendment process (tentatively planned for September or October 2019). <br />Attachments: Staff Report <br />Comprehensive Plan Text Amend. Application <br />Portion of December 4. 2018 BCC Minutes <br />Portion of PZC April 25. 2019 Minutes <br />Transmittal Text Resolution <br />Bill Schutt, Chief of Long -Range Planning, used a PowerPoint presentation to <br />provide an overview of the proposed text amendments to the County's <br />Comprehensive Plan (Plan). The presentation listed the steps in the approval <br />process, as well as the proposed text amendments to the Capital Improvement <br />and Transportation Elements of the Plan. Mr. Schutt noted that upon approval <br />by the Board, the text of these changes would be submitted to state and regional <br />Indian River County Florida <br />Page 5 <br />
