Szpyrka, P.E., Public Works Direct <br />Osprey Acres Work Order No. 4 with GK Environmental for <br />Additional Pine Straw Application on Hiking Trail Surfaces at <br />Osprey Acres Floway and Nature Preserve <br />DATE: July 24, 2019 <br />Pine straw was applied to Osprey Acres' hiking trails earlier this year to help delineate <br />the trails and to provide a dust free walking surface that will be welcomed by the public. <br />It will also discourage growth of exotics within the trail surface, thereby reducing <br />maintenance costs. Pine straw blends perfectly with the surrounding wooded area, <br />resulting in a very visually pleasing product, and it is the perfect choice for a wildlife <br />habitat, having no adverse impact on any of the Preserve's wild residents. Since the <br />initial application, a second pine straw application is highly recommended. Construction <br />and landscaping equipment traveling over the trails has worn the pine straw thin in <br />several areas and two new trails have recently been constructed, each requiring a small <br />amount of pine straw at their trailheads. Because the construction contractor is only <br />onsite now to perform punch list items and all landscaping plants have been installed <br />along the trails, vehicular traffic will be greatly reduced and we expect a long useful life <br />from newly applied pine straw. A second application will also greatly enhance the <br />Project's aesthetic impact and beauty for the upcoming ribbon cutting ceremony in <br />September 2019. <br />GK Environmental's proposed lump sum not -to -exceed fee for furnishing and installing <br />the pine straw as discussed in Attachment 1 is $9,685.20. As a result of RFQ 2017053, <br />GKE was awarded a Continuing Contract Agreement with Indian River County for <br />Environmental and Biological Support Services on October 10, 2017, thereby waiving <br />the necessity of the bid process.
