RESOLUTION NO. 2019-066 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONER OF INDIAN <br />RIVER COUNTY, FLORIDA, IN SUPPORT FOR IRL COUNCIL ADOPTION OF THE <br />INDIAN RIVER LAGOON NATIONAL ESTUARY PROGRAM COMPREHENSIVE <br />CONSERVATION AND MANAGEMENT PLAN: "LOOKING AHEAD TO 2030". <br />WHEREAS: Indian River County is a member of the IRL Council, an independent Special <br />District of Florida pursuant to an Interlocal Agreement created in 2015 and amended in 2017; <br />and <br />WHEREAS: the IRL Council was created with the sole purpose to serve as the host <br />agency for the Indian River Lagoon National Estuary Program (IRLNEP); and <br />WHEREAS: the IRL Council and IRLNEP have adopted the following: <br />VISION: Healthy Ecosystem—Healthy Communities—Healthy Economy <br />MISSION: One Lagoon — One Community — One Voice <br />PROMISE: Clean Water for People and Nature <br />GOALS: <br />1. To attain and maintain water and sediment of sufficient quality to support a <br />healthy estuarine lagoon ecosystem; <br />2. To attain and maintain a functioning, healthy ecosystem which supports <br />endangered and threatened species, fisheries, commerce and recreation; <br />3. To achieve heightened public awareness and coordinated interagency <br />management of the IRL ecosystem; and <br />4. To identify and develop long-term funding sources for prioritized projects and <br />programs to preserve, protect, restore and enhance the IRL; and <br />WHEREAS, the IRLNEP engages Indian River Lagoon partners (IRLNEP Management <br />Conference) in a non -regulatory, consensus -driven, and science -based process to develop <br />and implement a Comprehensive Conservation and Management Plan (CCMP) to protect <br />and improve coastal environments, communities and economies; and <br />WHEREAS, the IRLNEP Management Conference developed a revised IRL CCMP: <br />"Looking Ahead to 2030" that represents a science -based pathway to restore ecosystem and <br />economic health to the IRL that is long-term, non -regulatory, consensus -driven, and <br />community-based; and <br />WHEREAS, the final CCMP was revised with significant input from citizens throughout <br />the IRL watershed; and <br />
