Board of County Commissioners <br />Meeting Minutes - Final June 18, 2019 <br />10.6.1. 19-0511 <br />Request to Speak from Leslie Spurlock, Quit Doc Foundation, Regarding <br />Reducing Youth Access to Electronic Nicotine Delivery Systems (ENDS) and <br />Tobacco <br />Recommended Action: No Action Required <br />Attachments: Reauest to Speak Form <br />Leslie Spurlock, 1940 10th Avenue, used a PowerPoint Presentation to provide <br />the Board with information on reducing youth access to Electronic Nicotine <br />Delivery Systems (ENDS) and tobacco. She included the statistics for middle <br />and high school students in Florida who are using E -cigarettes, such as JUUL <br />and vape pens. Ms. Spurlock spoke on the merchandising and access at retail <br />locations, and suggested monitoring nicotine product/vape retailers. <br />No Action Taken or Required <br />10.B.2. Request to Speak from Steve Myers, Teamsters Local 769 <br />(Clerks Note: This item is related to Item 12.D.1., scheduled for 1:00 p.m.; <br />however, the speaker was not able to be present at that time.) <br />Steve Myers, Teamsters Local 769, expressed his concern regarding the proposed <br />changes to the medical and pharmacy benefits, and premiums for the upcoming <br />year. He asked the Board to set a floor and a ceiling for the reserves account, <br />requiring that the account maintain a minimum balance of $7,000,000 and a <br />maximum balance of $10,000,000. He suggested adjusting the employee and <br />employer contributions annually based on the balance of the reserves account. <br />No Action Taken or Required <br />C. PUBLIC NOTICE ITEMS <br />10.C.1. 19-0507 <br />Public Notice of Public Hearing Scheduled for July 2, 2019: Consideration of <br />Request by Garrett Guidroz to Amend Land Development Regulation (LDR) <br />Section 932.07, Piers, Docks and Boat Slips, by Revising a 400 Square Foot <br />Footprint Restriction on Unwalled Boat Shelters to be Consistent with Florida <br />Department of Environmental Protection (FDEP) and Other Jurisdictional <br />Agency Requirements (Legislative) <br />Recommended Action: This notice is provided for the Board's information.
