INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jason Brown, County Administrator <br />THROUGH: Tad Stone, Director of Emergency Services <br />FROM: Maria Resto, Radiological Emergency Analyst/Radio System Manager <br />DATE: September 9, 2019 <br />SUBJECT: Approval of Change Order for Radio System P25 Migration Project <br />It is respectfully requested that the information contained herein be given formal consideration by <br />the Board of County Commissioners at the next scheduled meeting. <br />DESCRIPTION: <br />On August 16, 2016, the Board approved the P25 migration project for the County's radio system. <br />The project is part of the County's Capital Improvement Element (CIE) and structured in phases over <br />a five-year period. On February 5, 2019, the Board approved Work Order No. 4 for the project, <br />which included the purchase and installation of a logging recorder system for radio traffic as <br />Milestone 5 for a cost of $116,923.75. After consulting with 911 staff and technicians, it was <br />determined that separately recording 911 calls and radio traffic would no longer be operationally <br />effective. <br />The new cost for the logging recorder system is of $165,619.00. The project was originally <br />budgeted as an Optional Sales Tax expenditure; however since the proposed logging recorder <br />covers both the radio and the 911 system, staff recommends half the cost to be derived from the <br />911 Surcharge Fund/Communication Center. <br />Continuing with the Board approved P25 migration project and agreement for service; the attached <br />quote outlines costs of $165,619.00, making the total cost of Amended Work Order No. 4 of <br />$1,545,915.34 <br />FUNDING: <br />ITEM Amount Account Number <br />Logging Recorder $82,809.50 31512022-066510-16004 <br />Logging Recorder $82,809.50 12013325-066510-16004 <br />Funding for half of the proposed logging recorder, or $82,809.50 is budgeted and available from <br />Optional Sales Tax/Fire Services/800MHZ Upgrade account. Funding for the remaining half to <br />be paid from the 911 Surcharge Fund will be funded via. budget amendment from 911 Surcharge <br />Fund/Cash Forward Oct 1st <br />
