CONSIDERATION OF SEBASTIAN SCRUB FCT APPLICATION - <br />SELECTION OF AGC INDUSTRIAL TRACT OR SEBASTIAN <br />HIGHLANDS LOTS <br />The Board reviewed the following memo dated 1/29/95: <br />TO: James E. DeBlois, AICP <br />Chief, Environmental Planning <br />DATE: January 29, 1995 <br />RE: Consideration of Indian River County's Sebastian Scrub <br />FCT Application: Selection of AGC Industrial Tract or <br />Sebastian Highlands Lots for Approved FCT 4th -Year Cycle <br />Funding <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of February 7, 1995. <br />DESCRIPTION AND CONDITIONS <br />FCT Funding Approval <br />On January 12, 1995, the Florida Communities Trust (FCT) Governing <br />Body held a hearing to rank projects submitted for land acquisition <br />cost -share funding under its 4th -year cycle program. Indian River <br />County's "Sebastian Scrub" application was one of the projects <br />under consideration. The "Sebastian Scrub" application consisted <br />of two components. One was the Atlantic Gulf Communities (AGC) <br />industrial tract (±66 acres), while the other component was +180 <br />lots in Sebastian Highlands Unit 17 (±46 acres). <br />Of 44 projects submitted state-wide, the Sebastian Scrub project <br />ranked 32nd. Approximately $31.3 million dollars (including <br />contingency funds) are available under this FCT cycle, and based on <br />project funding requests, FCT approved allocation of these funds <br />for projects ranked 1 through 34. Therefore, the requested 50% <br />cost -share funding (+$1.2 million) for the Sebastian Scrub project <br />has been approved. <br />Contiguity Issue <br />At the hearing, however, the FCT Governing Body considered an FCT <br />requirement that individual projects must consist of contiguous <br />property; otherwise, contiguity through public ownership must be <br />demonstrated. Although the AGC tract and the Sebastian Highlands <br />lots are physically separated, county staff represented to the FCT <br />that the submitted Sebastian Scrub project had biological <br />FEBRUARY 7, 1995 83 <br />Boa 94 FAu 0 <br />
