Board of County Commissioners <br />Meeting Minutes - Final July 23, 2019 <br />Joseph Paladin, Black Swan Consulting, spoke in support of the construction of <br />Harmony Reserve and complimented the Board for their willingness to work <br />with businesses in the community. <br />A motion was made by Commissioner Flescher, seconded by Commissioner <br />Zorc, to approve staff's recommendation. The motion carried by the following <br />vote: <br />Aye: 5 - Chairman Solari, Vice Chairman Adams, Commissioner Flescher, Commissioner <br />O'Bryan, and Commissioner Zorc <br />6. SPECIAL DISTRICTS AND BOARDS <br />6.A. Solid Waste Disposal District <br />6.A.1. 19-0686 Preliminary FY 19/20 SWDD Assessment - Mandatory Garbage Collection <br />Recommended Action: Staff recommends that its Board vote to approve the proposed Solid Waste <br />Residential Charge of $107.44 per WGU, which equates to a rate of $171.90 <br />per ERU rate for the unincorporated areas of the County within the Urban <br />Service Area, and to approve the proposed Solid Waste Residential Charge of <br />$75.56 per WGU, which equates to a rate of $120.90 per ERU for properties <br />outside the urban service area. <br />Attachments: Staff Report <br />Director of Utility Services, Vincent Burke, appeared before the Board <br />requesting direction on the Solid Waste Charge/Assessment that was voted on at <br />the July 17, 2019 Budget Workshop Fiscal Year 2019/2020. Director Burke <br />recounted that the Solid Waste Disposal District (SWDD) Board had voted to <br />approve a proposed charge for mandatory garbage service for all residents in <br />unincorporated Indian River County. <br />Since that meeting, it was determined that it would be practical to apply the <br />approved proposed charge to only those residents within the boundaries of <br />Waste Management's Urban Service Area. Staff was seeking approval to move <br />forward with an increased rate of $171.90 per ERU for residents within the <br />service area, and an unchanged rate of $120.90 per ERU for residents outside of <br />the service area boundary. <br />Commissioner O'Bryan requested clarification on the July 17th vote, which he <br />recalled as differing from staffs recommendation. Discussion ensued among <br />the Board and staff regarding the rationale for having two different service <br />rates. Himanshu Mehta, Managing Director of SWDD, confirmed that the <br />in -boundary rate was an estimate based on provisions of the existing service <br />contract. A rate for residents outside of the service area could not yet be <br />estimated, so those residents would not see any change to their SWDD <br />assessment. <br />Indian River County Florida Page 2 <br />
