This Community Planning Technical Assistance grant is provided pursuant to <br />section 163.3168, Florida Statutes (F.S.), and Specific Appropriation 2311, Chapter 2019-115, Laws of <br />Florida, to provide direct and/or indirect technical assistance to help Florida communities find creative <br />solutions to fostering vibrant, healthy communities, while protecting the functions of important State <br />resources and facilities. <br />2. PROJECT DESCRIPTION: Grantee shall conduct data gathering and public education efforts that lay <br />the groundwork for the anticipated development of an Indian River County specific Indian River <br />Lagoon Management Plan. Grantee shall commence a data collection and research review phase for <br />multiple factors that may be impacting the County's portion (22.4 miles) of the Indian River Lagoon <br />(IRL). Grantee shall collect data on a strategic quarterly basis, evaluate the data, and use the data to <br />educate the County Commission and general public on factors that may be impacting the Lagoon. <br />Finally, Grantee shall prepare an assessment identifying manageable factors impacting the Lagoon <br />and the next steps the County will take to achieve the ultimate goal of developing and implementing <br />an Indian River County specific Indian River Lagoon Management Plan. <br />3. GRANTEE'S RESPONSIBILITIES: Grantee shall timely perform the Deliverables and Tasks described in <br />this Section 3 and in Section 5 below, and in doing so, Grantee shall comply with all the terms and <br />conditions of this Agreement. All deliverables and tasks under this Agreement must be completed <br />on or before the end of the agreement period in Section A. of this Agreement. <br />A. Deliverable 1. Quarterly Report #1 for Indian River County's Review of Factors Regarding the <br />Indian River Lagoon. <br />Grantee shall: <br />1. Prepare Quarterly Report #1 summarizing the research collected on the following topics and <br />how they relate to the County's portion of the IRL: <br />a. Annual rainfall data <br />b. Sea level rise <br />c. Best Management Practices <br />d. Biosolids <br />e. Ecosystem functions and habitat use (Part 1) <br />f. Land use changes (Part 1) <br />2. Give a summary presentation of findings on these topics to the County Commissioners with the <br />following materials: <br />a. PowerPoint presentation summarizing the relevant significance of each topic to the County <br />and/or potential impacts on the health of the Lagoon. <br />b. Handouts and informational materials on the selected topics. <br />3.
