Boa 9 PALL -3 t 4 <br />budget workshops are also held in the month of July in order to set <br />our millage rate by the end of July as required by state law. The <br />state's revenues come out at the end of June in a book they date <br />June 1st, which we usually receive in August. 600 of the budget <br />gets pulled together at the last moment in June and July. The <br />Board then sets the tentative millage rate which is sent out in the <br />TRIM notices, with the final budget workshop being held in <br />September. <br />Director Baird then opened a discussion on the optional sales <br />tax. We have a positive variance of $338,135 in the optional sales <br />tax compared to what we had originally estimated. There have been <br />several uses suggested such as the north county land acquisition, <br />estimated to be $1,200,000 to $1,500,000 for a site for recreation. <br />Another thing is the library computer system which we have budgeted <br />„ at $,,150,000 in optional sales tax. We now know the. system will be <br />more in the neighborhood of $230,000 or $250,000. When the <br />departments submitted their requests for the 5 year plan and <br />optional ..sales tax, we had asked them to be extremely conservative <br />because we had more requests for funds than we had funds available. <br />The 'library estimated the cost without replacing their data <br />communications link and we now find the new software will not work <br />without a new data communications link, which is about $50,000. <br />They had also looked at not replacing their PCs which are now <br />obsolete with the new technology. They have old 1991 286s which <br />are also obsolete and cannot accommodate the new software programs, <br />such as Windows and CD ROM. <br />Commissioner Eggert then questioned the Irene Grant from which <br />the library only gets $20,000 for telephone lines or linkage to <br />Irene, not to be used for any equipment. <br />Director Baird stated the library money would be needed to <br />move forward on that project and felt that it would take at least <br />$80,000. He continued that the PEP reefs could utilize the <br />optional sales tax and advised that no contingencies were included <br />in the budget this year, but will be included in future years. It <br />is very important that we set aside something for contingencies as <br />we do not know what is going to happen in the future. <br />Commissioner Bird questioned the item under ESD for the <br />northwest station at $100,000. He noticed that in one of the other <br />budgets, it was listed at $700,000 and wondered if the $100,000 was <br />for equipment. <br />FEBRUARY 14, 1995 44 <br />L <br />
