Board of County Commissioners <br />Meeting Minutes - Final August 13, 2019 <br />A motion was made by Commissioner O'Bryan, seconded by Vice Chairman <br />Adams, to approve staff's recommendation. The motion carried by the following <br />vote: <br />Aye: 4 - Chairman Solari, Vice Chairman Adams, Commissioner O'Bryan, and <br />Commissioner Zorc <br />Absent: 1 - Commissioner Flescher <br />B. PUBLIC DISCUSSION ITEMS <br />10.B.1. 19-0676 <br />Request to Speak from Nicole Knowles Regarding Reduction or Removal of <br />Demolition Lien on Property Located at 4855 34th Avenue <br />Recommended Action: Request to Speak - No Action Required <br />Attachments: Request to Speak Form <br />Nicole Knowles, 2016 2nd Street, appeared before the Board to request a <br />reduction of the $3,584 demolition lien on her property located at 4855 34th <br />Avenue. <br />Roland DeBlois, Chief of Code Enforcement, recounted that the Code <br />Enforcement Board had previously approved reducing a different code violation <br />fine on this property; however, the demolition lien was still outstanding at a <br />cost of $3,003.68, plus accumulated interest. Chief DeBlois reported that staff <br />would support waiving the interest, but could not reduce the lien. <br />Chairman Solari issued a reminder that the Board could not vote on public <br />discussion items. <br />Commissioner O'Bryan explained that there were tax dollars expended on the <br />demolition which needed to be recouped, and this was the reason the lien could <br />not be waived or reduced. He was in support of eliminating the interest, as had <br />been done in past cases. <br />Vice Chairman Adams supported bringing the issue back under Commissioner <br />O'Bryan's items so that the Board could vote to waive the interest. <br />Commissioner Zorc sought confirmation that there were no outstanding ERUs <br />on the property. County Administrator Jason Brown stated he would have staff <br />research that issue bring it back to the Board. <br />No Action Taken or Required <br />Indian River County Florida <br />Page 19 <br />
