Comorehensive Plan Capital Imnrovements Element <br />Introduction <br />The Capital Improvements Element (CIE) summarizes the needed capital facilities identified in the <br />county's comprehensive plan and describes the financial means by which identified needed facilities <br />are to be funded. The CIE also demonstrates the economic feasibility of the entire comprehensive <br />plan and prioritizes the funding of all the public facilities identified in the county's comprehensive <br />plan based on the level of need and the availability of funds. <br />For purposes of this element, a capital improvement is a substantial facility (land, building, or major <br />equipment) that costs at least $100,000 and which is required to maintain adopted level -of -service <br />standards or to meet objectives identified in the county's comprehensive plan. <br />Included in the CIE are an existing conditions section, an analysis section, a concurrency <br />management section, a goals, objectives, and policies section, and an implementation section. While <br />financial resources and existing local policies and practices are discussed in the existing conditions <br />section, the fiscal condition of both the county and its comprehensive plan, as well as other issues <br />concerning capital improvement projects, are assessed in the analysis section of this element. In the <br />concurrency management section, the administrative framework for maintaining public facility <br />service levels is addressed while the county's overall capital improvements strategy is discussed in <br />the goals, objectives and policies section. Finally, a 5 -Year Schedule of Capital Improvements, as <br />well as monitoring and evaluation programs, can be found in the implementation section of this <br />element. <br />Community Development Department Indian River County <br />Adopted December 3, 2019, Ordinance 2019-020 1 <br />
