Following the creation of the alternative GCTL, <br />Geosyntec would re-evaluate ammonia results for the Site. <br />• Use of FDEP Rounding Memo — FDEP approves rounding analytical results to the same <br />number of significant figures used to express the applicable GCTL. This guidance is <br />currently not being applied to screening of analytical results at the Site. If applied, <br />concentrations of benzene in monitoring well MW -21 S would be considered below the <br />GCTL in 50% fewer monitoring events since 2017. <br />• Background Stud L— In regard to metals exceedances at the Site, we recommend <br />conducting a background study, as these analytes are typically natural occurring in the <br />vicinity of a landfill. This study would include research of nearby analytical data and <br />research of other C&D debris disposal facility data as well as the adjacent Class I <br />landfill data. Our recollection is that there has been some exceedances of iron and <br />arsenic in groundwater wells north of the Class I Landfill, and this was attributed to the <br />borrow pond north of the Class I landfill. Results of this study could also remove the <br />need for surface water sample collection at the Site. <br />The objective of the above evaluation is to see if the site data supports a reduced monitoring <br />network and frequency in the vicinity of the C&D debris disposal facility and therefore propose <br />to FDEP for returning it to return to semi-annual monitoring program that is required by the solid <br />waste permit. <br />SCHEDULE <br />Geosyntec will initiate work immediately upon receipt of Notice to Proceed (NTP) from SWDD. <br />The compliance reports required by each permit will be completed and submitted to FDEP <br />before the deadlines discussed above. Other technical and miscellaneous permit compliance <br />support services will be provided on an as -needed basis. <br />BUDGET ESTIMATE <br />Geosyntec proposes to perform the above -referenced work on a lump sum basis for $157,629. A <br />budget estimate for the scope of work outlined in Phases 1 through 5 of this proposal is <br />summarized in the following table, and a detailed budget estimate is provided as Attachment 1. <br />The budget estimate presented in this proposal is based on Geosyntec's understanding of the <br />project requirements, our experience gained from executing similar tasks for SWDD during 2007 <br />and 2008, and experience with compliance monitoring, and reporting at similar facilities. <br />Phase 1 — Project Management/Meetings $26,198.20 <br />Phase 2 — Semi -Annual Sampling and Reporting $61,860.79 <br />NCP2019_2283/JL19022 2020 Compliance Monitoring Proposal <br />
