Board of County Commissioners <br />Meeting Minutes - Final September 10, 2019 <br />Recommended Action: <br />Staff recommends the Board approve conveying the O'Neal and the Hernandez <br />property to the Thompsons, approve the agreement to purchase the 0.63 acre <br />Thompson property for $275,000 with the stated conditions, approve costs incurred <br />by the Thompsons of $13,610 and approve the settlement of attorney's fees of <br />$41,250 and authorize the Chairman to execute a lease for the property for one year <br />at $1.00 per month with one 30 -day extension. <br />Attachments: Staff Report <br />Exhibit "A" Aerial Photo of Thompson Parcel <br />Exhibit "B" Sketch and Photo of Right Of Way <br />Exhibit "C" Sketch and Description of O'Neal Property <br />Exhibit "D" Sketch and Description of Hernandez Property <br />Exhibit "E" Agreement to Purchase and Sell <br />Deputy County Attorney William DeBraal used a PowerPoint Presentation to <br />describe the 1.09 acre parcel of land at 7125 66th Avenue that was needed for <br />right-of-way improvements to 66th Avenue. He explained that the parcel had been <br />in the Thompson family since 1954, and that the home of Paul and Rennie <br />Thompson was included in the 58% of the property needed for the improvement <br />project. Attorney DeBraal included details from a settlement conference held <br />earlier in the year, noting that the Thompsons stated that they wanted to stay in their <br />home while they built a new home to the west. Additionally, they expressed their <br />interest in acquiring two adjacent County -owned properties as part of an exchange. <br />Commissioner O'Bryan offered feedback regarding inflated land prices, following a <br />conversation he had with an appraiser. He was not in support of the purchase. <br />Although supportive of the transaction, Chairman Solari made mention that he <br />would be speaking with the County Administrator to come up with a plan for future <br />land transactions to decide which purchases should be challenged. <br />A motion was made by Vice Chairman Adams, seconded by Chairman Solari, to <br />approve staffs recommendation. The motion carried by the following vote: <br />Aye: 3 - Chairman Solari, Vice Chairman Adams, and Commissioner Flescher <br />Nay: 1 - Commissioner O'Bryan <br />Absent: 1 - Commissioner Zorc <br />14.
