Mehta, PE, Managing Director, Solid Waste Disposal District <br />Subject: Biosolids Agreement between the Solid Waste Disposal District and the City of Vero Beach <br />Descriptions and Conditions: <br />The City of Vero Beach has requested that the Solid Waste Disposal District (SWDD) accept the City's <br />Dewatered Biosolids at the Indian River County (IRC) Landfill for disposal in accordance with a Biosolids <br />Agreement between the two parties. <br />A draft agreement was developed between the respective utility departments, at which time the <br />agreement was taken and approved by the City Council on August 23, 2019. Indian River County staff <br />supports the approval of the attached agreement by the SWDD Board. <br />Analysis: <br />A brief summary of the attached Biosolids Agreement is as follows: <br />o Delivery and Acceptance of Biosolids — The City of Vero Beach, or its authorized Biosolids <br />process/transporter, shall process, transport, and deliver to the IRC Landfill, Biosolids resulting from <br />the operation of its municipal sewer system and sewer treatment facility only and shall not process <br />Biosolids from outside its jurisdiction. All Biosolids delivered to the IRC Landfill shall meet all quality <br />standards in the agreement and meet applicable law. <br />Term of the Agreement — The initial term of this agreement shall be two (2) years, commencing on <br />October 8, 2019, and terminating on October 7, 2021. The agreement shall automatically renew for <br />an additional one (1) year term unless written notice of non -renewal or termination with appropriate <br />notice as stipulated in the agreement. <br />Disposal Fee — The City of Vero Beach shall pay the 2019-2020 Fiscal Year Landfill Residue Disposal <br />Fee of $19.68 per ton, reflecting an increase of $0.60 from the 2018-2019 Fiscal Year rate of $19.08 <br />per ton. <br />F:\Uti1ities\SWDD\00_AGENDA ITEMS\SWDD Agenda - Biosolids Agreement between SWDD and CVB.doc Page 16Q <br />
