Brown, County Administrator <br /> THROUGH: Tad Stone, Director of Emergency Services <br /> FROM: Maria Resto,Emergency Services Manager <br /> DATE: October 11, 2019 <br /> SUBJECT: Approval of Text to/from 911 Contract <br /> BACKGROUND: <br /> In July of 2014, the State E911 Board voted unanimously to support the deployment of Text to <br /> 911 in the state and encouraged every county to begin planning and implementation. To promote <br /> a statewide Text-to-911 implementation, the State E911 Board is providing financial support and <br /> so far, IRC has received a special disbursement of$50,000 toward Text to 911 project. <br /> On December 5th, 2017, the Indian River County Board of County Commissioners approved <br /> upgrades to the County's E911 System including the necessary infrastructure to receive Text to <br /> 911 services, and approved AK Associates as the sole source vendor. <br /> DESCRIPTION: <br /> For the past few months,we have been gathering information and analyzing all the steps necessary <br /> to finalize the project. Staff has reached out to AK Associates, our current sole source 911 <br /> maintenance provider to develop cost estimates and timelines for implementation. The attached <br /> quote details non-recurring and recurring fees for the County's Text to 911 system. It includes the <br /> installation and setup of two VPN routers, two dedicated circuits to deliver texts, carrier <br /> coordination, licenses, and support. The total annual recurring fee for FY19/20 is $16,867.34 and <br /> the non-recurring total is $12,318.60,plus an additional $3,628.66 for the first 5 years of network <br /> and hardware support. Subsequent years will not include a onetime discount, therefore the future <br /> recurring cost will be budgeted for $20,659.34.
