interfacility transport service provider in the County. However, <br />before the investigation was completed, the Emergency Services <br />District Advisory Committee met on November 18, 1994, to consider the <br />certificate process in general. At -this meeting, Lifeline Medical <br />Services representative- Deborah Crouse agreed to waive the 60 day <br />time frame contained in Chapter 304' for the certificate process <br />matter to be considered by the Board of County Commissioners. <br />On November 22, 1994, the Board of County Commissioners approved an <br />interim emergency ordinance to be effective for a period of 60 days <br />and directed staff to arrange another meeting for the Emergency <br />Services District Advisory Committee to consider revisions to Chapter <br />304 and schedule a public hearing on the matter as soon as reasonably <br />possible thereafter. This action placed the Lifeline certificate <br />application in a dormant position until changes or revisions to <br />Chapter 304 were finalized. <br />The Emergency Services District Advisory Committee met on January 5, <br />1995, and recommended certain changes to Chapter 304. A public <br />hearing was held by the Board of County Commissioners on January 24, <br />1995, at which the Committee recommendations were adopted and Chapter <br />304 was modified and revised. .The issue now before the Board is <br />consideration of the Lifeline application for a certificate of public <br />convenience and necessity. <br />It was verified that Lifeline Medical Services, Inc., is a Florida <br />corporation with a parent company named New Haven Ambulance with <br />offices in New Haven, Connecticut. In terms of a local office, <br />Lifeline operates from 3192 West Midway Road in Fort Pierce, Florida. <br />The company began serving residents in the area in 1985. Indian <br />River County issued the company a certificate in 1986 and it lapsed <br />routinely after two years. No problems were experienced with the <br />service and it should be stated for the record that the company <br />provided a creditable service to the citizens of this county during <br />this period. Lifeline Medical Services has four ALS ambulances, five <br />BLS ambulances and nine wheelchair vans. The employee roster <br />reflects a total of thirty-two personnel consisting of nine <br />paramedics and twenty-three EMT's, all state certified personnel. <br />The company does not plan to establish a base of operations or office <br />in Indian River County at this time. A representative has stated <br />that the main reason for seeking the certificate of public <br />convenience and necessity -is to enable the company to drop off a <br />patient at the hospital or another medical facility in the county and <br />then return and pick them up. As the Board is aware, Chapter 304 <br />covers only calls that originate in the County and does not govern <br />non -emergency interfacility transports that terminate in the county. <br />As part of the routine application investigation, letters were mailed <br />on October 21, 1994, to each municipality, hospital, and nursing <br />home/facility in the county seeking input regarding the application. <br />Also on November 15, 1994, an informational meeting was held for any <br />individual, provider, organization, hospital, or municipality to make <br />inquiries or discuss any concerns with the applicant regarding the <br />proposed service. The following responses were received as noted: <br />October 26, 1994 A telephone call was received from Marge Shake <br />of the Royal Palm Convalescent Center. She felt <br />the additional service would be advantageous to <br />citizens in terms of competition.
