Ms. Crouse notes that her company works with the <br />Emergency Operations Center in St. Lucie County <br />in the planning and execution of transportation <br />in the event of disaster and would do the same <br />in this county.. Attached to the letter was <br />correspondence reflecting the issuance of a <br />certificate in 1986. <br />January 13, 1995 A letter was received from Deborah A. Crouse of <br />Lifeline Medical Services, informing the <br />Emergency Services Director that her company is <br />requesting both a Class B and Class D <br />certificate under the classification types <br />recently approved by the Board of County <br />Commissioners. <br />February 7, 1995 Emergency Services Director Doug Wright writes <br />to Deborah A. Crouse of Lifeline Medical <br />Services, advising her of a public hearing date <br />at which the Board of County Commissioners will <br />consider the pending application for a <br />certificate. Each existing provider was ,copied <br />on the correspondence relating to the public <br />hearing date. <br />As of February 7, ,1995, no additional comments or correspondence, <br />favorable or unfavorable, had been received regarding the issuance of <br />a certificate to Lifeline Medical Services, Inc. <br />ALTERNATIVES AND ANALYSIS: <br />The Board of County Commissioners has issued the following <br />certificates of public convenience and necessity to provide emergency <br />(911) or non -emergency interfacility transport service at -the current <br />time, with service levels as indicated by the type of certificate: <br />> Tvoe A Certificate - Indian River County Department of <br />Emergency Services, Division of Emergency Medical Services. <br />Certificate issued to provide county -wide emergency ALS/BLS <br />prehospital EMS transport service (911), with the exception <br />of Indian River Shores. (Fellsmere Volunteer Ambulance <br />Service operates under the county EMS ALS license) <br />> Tvpe A Certificate - Town of Indian River Shores Public <br />Safety Department. Certificate issued to provide ALS/BLS <br />prehospital EMS transport service (911) limited to the <br />municipal limits of the Town of Indian River Shores. <br />> ZJW B Certificate - Indian River Memorial Hospital <br />received a certificate limited to providing non -emergency <br />interfacility medical transport service within the County. <br />> Tvroe B Certificate - Able Aviation and Air Ambulance, Inc. , <br />received a certificate limited to providing non -emergency <br />interfacility medical transport service within the County. <br />It is concluded that Lifeline Medical Services, Inc., is a reputable <br />and creditable EMS provider, and its interest in expanding its <br />service again to Indian River County is commendable. However, during <br />the course of the investigation, no information was received from any <br />source that would indicate that the non -emergency interfacility <br />medical transport needs in the County are not being met by the two <br />current authorized providers referenced above. Although the Indian <br />River Memorial Hospital Transport Service indicated it was their <br />preference to utilize Lifeline Medical Services as a backup to their <br />service, it was not communicated that the public need was not being <br />met by existing certificate holders. <br />BOOK445, <br />F;'�L <br />FEBRUARY 28, 1995 35 <br />
