The Board also reviewed a letter of February 27, 1995: <br />11WDY <br />I REM rim <br />February 27, 1995 <br />Mr. Ken Macht, County Commissioner <br />Indian River County <br />1840 25th S tree t <br />Vero Beach, FL 32960 <br />Re: Purchase of Kennedy Land by U.S. Fish & Wildlife Service. <br />Dear Mr. Marht; <br />Enclosed you will find copies of correspondence between myself, U.S. <br />Fish & Wildlife Service, and Indian River County staff on the <br />proposed sale. of. my family's property next to the Pelican Island <br />National Wildlife Refuge to the Service and Indian River County. <br />Hopefully it will help resolve any misconceptions regarding the <br />purchase. <br />I would like to give you some background on how this has evolved. <br />On or about November 1992, the Trust for Public Land began <br />negotiations with the Kennedy family for the purchase of the entire <br />100 acre parcel west of Jungle Trail. The option agreement was <br />finally signed on March 9, 1993. <br />The Trust for Public Land immediately began the steps necessary for <br />the process. This included an appraisal of the property by a U.S Fish <br />& Wildlife approved appraiser, a boundary and topographical survey, <br />and a phase I environmental audit. All of these costs (tens of <br />thousands!) were paid by the Kennedy family. <br />The . appraisal was sent to the U.S. Fish & Wildlife Service appraiser in <br />Washington who thoroughly reviewed it and approved it for the <br />Service. <br />In the fiscal year 1994 budget, the U.S. Fish & Wildlife Service <br />received only enough money to finish buying the remainder of the <br />Surman Tract immediately south of our property.
