463 <br />wor, U.P r C <br />Commissioner Adams agreed that the purchase would help to re- <br />establish the health of the lagoon area. <br />Commissioner Eggert felt she could support the program with <br />the condition that there were going to be further discussions. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Adams, that the Board authorize the <br />Chairman to execute a letter to the U.S. Fish and <br />Wildlife Service confirming that Indian River County <br />intends to provide a match of $100,000 to the <br />emergency acquisition funds for the purpose of <br />buying wetlands on the west portion of the Kennedy <br />Tract adjacent to the Pelican Island National <br />Wildlife Refuge, as recommended by staff. <br />Under discussion, Mr. DeBlois stated that his understanding of <br />the focus of the Committee's recommendation was that the wetlands <br />are worthy of purchase; that the assessed value of the property is <br />actually lower than $100,000 but that the recommendation was for <br />$100,000 as the matching fund amount without adjusting it to the <br />value of the wetlands. <br />Commissioner Bird questioned whether the County's commitment <br />would be less if the value of the wetlands is $75,000 rather than <br />$100,000, and Chief DeBlois stated that he believed the Board could <br />modify the grant to make it dependent upon the value of the <br />wetlands. <br />Commissioner Eggert felt the $100,000 grant would be <br />appropriate as the wetlands were appraised at just a few thousand <br />dollars less than $100,000. <br />Commissioner Bird again questioned whether the grant would be <br />$100,000 or the appraised value of the 37 acre wetlands, and Chief <br />DeBlois stated that staff's recommendation was for $100,000. <br />THE CHAIRMAN CALLED THE QUESTION and the <br />motion carried unanimously. <br />FEBRUARY 28, 1995 <br />
