Book 94 <br />The two lab tests in question were only to supplement other pilot test activities. The <br />plant staff, including Bill McCain and Brad O'Keefe, and myself, conducted several <br />tests with the pilot unit and confirmed that the pilot unit could indeed oxidize the <br />hydrogen sulfide and eliminate the odor. We used analytical equipment at the plant <br />to measure hydrogen sulfide residuals and chlorine residuals. However, without <br />• obtaining additional analytical evidence on THM's, turbidity, and alkalinity, we <br />cannot recommend that the chemical oxidation method be used since these <br />parameters may impact the water quality. <br />We are proceeding with the completion of our pilot testing, in cooperation with both <br />Envirometrics and Harbor Branch Labs, and should be able to report our findings in _ <br />about three or four weeks. <br />If you have any questions or comments, please contact my office. <br />Very truly yours, <br />CAMP DRESSER & McKEE INC. <br />William B. Suratt, P.E. <br />Associate <br />Director Pinto reported that he telephoned the owner of <br />Envirometrics and had his staff call the other lab in question and <br />has determined that the tests were simply inconclusive; however, <br />Ms. Treadway of Envirometrics did not want to take responsibility <br />for killing the project and wanted the Board to understand that <br />Envirometrics was not responsible for the failure of the program. <br />The major problem with the project was timing and the capital costs <br />for both projects are very close to the same. However, the <br />operating costs of the pilot project would be substantially less. <br />Director Pinto believed we are heading in the right direction and <br />has instructed staff to explain the project to the laboratories <br />when requesting tests in order to obtain more significant results. <br />Chairman Macht stated that the intention of the Board was not <br />to cast blame, and he hoped that the owner of Envirometrics <br />understands that was not the intention of the Board. <br />Grace Treadway, President of Envirometrics, Inc., stated that <br />the article in the newspaper took her by surprise and her letter <br />was in response to that article. She subsequently met with William <br />Suratt of Camp Dresser & McKee and the County's Capital Projects <br />Engineer Bill McCain and they explained to her that it was not <br />their intent to cast blame on Envirometrics. They have apologized <br />and she has accepted the apology. She emphasized that <br />Envirometrics is available at any time to work on a problem with <br />the County. <br />FEBRUARY 28, 1995 78 <br />
