Brown,County Administrator <br /> From: Vincent Burke, PE,Director of Utility Services <br /> Prepared By: Terry Southard,Operations Manager <br /> Subject: Work Order No. 23 with Kimley-Horn for Bulk Caustic Tank Replacement at North (Hobart) <br /> County Reverse Osmosis Water Treatment Plant <br /> Descriptions and Conditions: <br /> Indian River County Department of Utility Services(IRCDUS)operates the North(Hobart)County RO Water <br /> Treatment Plant(WTP) located at 7751 58th Avenue in Vero Beach. <br /> Hobart was built in 1998 and expanded in 2007. As part of the 1998 plant construction, a 5,000-gallon <br /> caustic chemical tank was installed for daily water production. The typical service life for this type of a <br /> tank is 10 to 15 years.An inspection of the 21-year-old tank in August found the interior lining of the tank <br /> has failed;therefore,the tank needs to be replaced. <br /> Analysis: <br /> In August 2019,staff hired a company called Tank Engineering to inspect the interior of the existing caustic <br /> chemical tank. The inspection found the interior lining is failing, necessitating replacement of the tank. <br /> Kimley-Horn and Associates (KHA) submitted a proposal for professional engineering services to review <br /> the existing tank and the piping, and to provide options for replacement of the tank. As part of the <br /> proposal,they will also review caustic consumption and size the tank capacity accordingly. <br /> Per the Continuing Consulting Engineering Services Agreement for professional engineering services dated <br /> April 17, 2018, KHA submitted a proposal for design, bidding assistance and construction management <br /> services. KHA has submitted Work Order No. 23,which includes professional services for review, design, <br /> bidding and construction phase assistance to replace the existing caustic tank. The total negotiated cost <br /> for the professional services is a sum amount of$22,000.00. <br /> The engineer's estimated construction cost for these improvements covered in the Scope of Work for <br /> Work Order No. 23 is approximately$80,000.00. <br /> Funding: <br /> Funds for this project are available in the operating capital budget.
