5. Please describe the staffing requirements of these programs. Be specific in indicating the number of <br />paid professional positions and paid support staff positions. <br />It should be noted that 211 HelpLine is a program that is staff intensive, also requiring state of the art <br />technology and telephone infrastructure. In order to maintain the quality and necessary infrastructure, <br />various funding entities cooperatively fund the program. As a result, when developing a budget for this <br />program, the costs are spread between the Treasure Coast Resource Center and the Palm Beach <br />County Resource Center. Therefore, in the case of Indian River County, a contribution of $10,767 results <br />in Indian River County residents receiving services that cost over 1.8 million dollars with $1,281,643 <br />coming from Palm Beach County funders and $522,762 coming from the United Way, County <br />Commissions, State, Children's Services Councils, foundations, and contributions within the Treasure <br />Coast. Otherwise 211 HelpLine could not operate and serve the five county area. <br />211 has a total of 57 staff members 45 are full-time and 12 are part-time. We have three part-time <br />employees who work in 211's Sunshine Telephone Reassurance Program. We have a Community <br />Relations Specialist on the Treasure Coast who is available to attend community meetings in Indian River <br />County and stay abreast of and responsive to the specific needs of your residents. Our Help Me Grow <br />program has five fulltime staff members to serve the five -county region, plus one FT Coordinator serving <br />on the Treasure Coast. My Florida Vet currently has one Veterans Care Coordinator on staff. <br />Trained 211 Resource Center Specialists operate the telephones and respond to the myriad of calls, <br />texts, and chats that are received on a daily basis. Resource Center staffing totals 27 Resource Center <br />Specialists, 22 are FT and 5 PT. Two of these Resource Specialists act as supervisors in addition to <br />handling calls; while another. Resource Specialists has added responsibilities related to scheduling. <br />211's VP of Operations oversees the Resource Center. For budgeting purposes, the costs associated <br />with 1 full-time Specialist out of the total of 27 Resource Specialists is partially funded by Indian River <br />County. <br />6. Do these programs utilize volunteers? If yes, please briefly describe. <br />211's Sunshine Telephone Reassurance Program has run predominately on volunteers since its <br />inception, with 20 currently serving in this program. In addition, we have another 20 volunteers/interns <br />that assist in various departments and programs within our agency. Our Board of Directors is also made <br />up entirely of volunteers. <br />7. Description of the countywide purpose the funds will be used for. <br />The 211 HelpLine in the Treasure Coast is collaboratively funded by four United Ways, one Community <br />Chest, two Children's Services Councils, the Southeast Florida Behavioral Health Network (State <br />Department of Children and Families) and three County Commissions (Indian River County, Martin <br />County, and St. Lucie County) along with foundations, private contributions, and fundraising proceeds. <br />All of these dollars go to support the personnel, benefits, and operating expenses related to the Treasure <br />Coast Resource Center operation. Specifically, the funds coming from the Indian River Board of County <br />Commissioners will be and have previously been dedicated to the Treasure Coast Operation and to <br />partially fund the salary/benefits of one FT Resource Center Specialist. <br />172 <br />
