B. Organizational Capability <br />1. Provide the mission statement and vision of your organization: <br />Mission Statement: <br />To prevent and end homeless on the Treasure Coast. <br />Vision: <br />To alleviate the conditions of homelessness on the Treasure Coast through maintaining a legally <br />constituted HUD funded Continuum of Care which qualifies Indian River County to apply for and receive <br />HUD McKinney Vento funding, State Office on Homelessness Funding and other State and Federal funds <br />targeted to preventing and eliminating homelessness and the conditions related to homelessness. <br />2. Provide a brief summary of your organization, including areas of expertise, accomplishments and <br />population served. <br />Treasure Coast Homeless Services Council, Inc. a Continuum of Care for Indian River, St. Lucie and Martin <br />Counties, operates the Homeless Resource Center at 2525 St. Lucie Avenue, Vero Beach. 32960. The Council <br />secures a variety of federal, state and local funding, through competitive grants, to provide the financial <br />assistance necessary to accomplish prevention and rapid rehousing for Indian River County residents. The <br />program supports housing stability for families with children whose income is at or below 30% of area median <br />income for Indian River County. The Homeless Resource Center also provides homeless prevention and rapid <br />rehousing to Indian River County Veterans through the Supportive Services to Veteran Families grant and <br />cooperates with the IRC Rental Assistance Department to utilize HUD VASH vouchers for homeless Veterans <br />who qualify for supportive housing. <br />The Resource Center manages FEMA funds on behalf of the United Way of Indian River County and manages <br />housing assistance dollars on behalf of Community Church Missions Program. The Council also works with <br />community providers like New Horizons and the Southeast Florida Behavioral Health Network to assure <br />placement and supportive services in fair market housing, for at least 152 severely mentally ill persons who <br />would otherwise be homeless, in the street. The Council is the lead agency for coordination of services among <br />other providers in the county, including collection of relevant client data and service information on our <br />confidential Homeless Management Information System. This year, as the Lead agency for the Continuum of <br />Care, the Resource Center has automated a Coordinated Entry function which allows for online centralized <br />screening and prioritization of service need, along with documentation of eligibility and maximization of <br />available financial assistance and services in the network <br />3.
