Brown, County Administrator <br />From: Vincent Burke, PE, Director of Utility Services <br />Prepared By: Arjuna Weragoda, PE, Capital Projects Manager <br />Subject: Request to Waive the Bid Process for the Replacement of Blowers for the Sludge Holding <br />Tank at West Regional Wastewater Treatment Facility <br />Descriptions and Conditions: <br />On May 15, 2018, the Indian River County Board of County Commissioners (BCC) approved Work Order <br />No. 1 to Schulke, Bittle and Stoddard, LLC, (SBS) to provide professional engineering services for design, <br />bidding assistance and construction management services for the failing blowers and the blower building <br />at the West Regional Wastewater Treatment Facility (WRWWTF). <br />On August 13, 2019, BCC authorized the Purchasing Manager to issue a purchase orderto Excelsior Blower <br />Systems, Inc., to direct purchase two blower assemblies. As part of the direct purchase, Excelsior has now <br />provided shop drawings, and the shop drawings have been reviewed and approved by SBS and Indian <br />River County Department of Utility Services (IRCDUS) staff. <br />Analysis: <br />In the meantime, SBS prepared plans and specifications and solicited price proposals for the installation <br />of the new blower assemblies and demolition of the existing building, including electrical work, from five <br />contractors. The five contractors are as follows: <br />• Paragon Electric <br />• Moss Kelley <br />• Contract Service Electric <br />• Manning Electric <br />• Larry Schlitt Construction, Inc. <br />Although, all five contractors showed interest, only two submitted price proposals. The other three <br />declined submitting proposals verbally to our consultant.
