Board of County Commissioners Meeting Minutes 4 August 13, 2019 <br />Each Commissioner, as requested by the Chairman, disclosed ex parte <br />communications, site visits, or independent investigations. The Commissioners <br />also affirmed that they have an open mind and can base their decisions on the <br />evidence presented and the applicable law. The Deputy Clerk administered the <br />Oath to all persons who wished to speak at the hearing. <br />The Chairman opened the Public Hearing. <br />Ryan Sweeney, Senior Planner, appeared before the Board with a PowerPoint <br />presentation describing the major site plan and special exception process <br />needed for the proposed Orange Blossom Solar Energy Center. He continued <br />with the site plan map, Planning and Zoning recommendations, and staffs <br />approval with landscape and project route conditions. <br />Commissioner O'Bryan received confirmation that the energy center's capacity <br />would be low enough to exempt it from the requirements of the Electrical <br />Power Plant Siting Act. <br />Bart Gaetjens, FPL External Affairs Manager, requested the Board's approval <br />and thanked staff for their assistance. <br />Melanie Roger, FPL Project Manager, appeared before the Board with a <br />presentation on FPL's solar energy program. She noted this would be the <br />second solar energy center in Indian River County, and spoke of the benefits of <br />solar energy. <br />The Board asked and received answers from Ms. Roger regarding battery <br />storage and the performance of existing solar centers in Indian River County. <br />James Kelley, Indian River County resident, received information regarding the <br />benefits of solar power to consumers. <br />There being no further speakers, the Chairman closed the Public Hearing. <br />A motion was made by Commissioner O'Bryan, seconded by Vice Chairman <br />Adams, to approve staffs recommendation. The motion carried by the following <br />vote: <br />Aye: 4 - Solari, Adams, O'Bryan, and Zorc <br />Absent: 1 - Flescher <br />B. PUBLIC DISCUSSION ITEMS <br />10.8.1.
