Resolution No. 92- 22 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF <br />INDIAN RIVER COUNTY, FLORIDA SUPPORTING THE SURFACE WATER <br />IMPROVEMENT AND MANAGEMENT (SWIM) PROGRAM. <br />WHEREAS, the Florida Legislature enacted the Surface Water <br />Improvement and Management (SWIM) Act in 1987 which directed the <br />water management districts, state agencies and local governments to <br />implement plans for improvement and management of the state's <br />priority surface water bodies; and <br />WHEREAS, the Indian River Lagoon was declared a SWIM priority <br />water body; and <br />WHEREAS, a management plan for the Lagoon was adopted in <br />September 1989; and <br />WHEREAS, a portion of the Indian River Lagoon watershed lies <br />within the boundaries of Indian River County and significantly <br />contributes to the aesthetic, ecological and economic values of our <br />community; and <br />WHEREAS, SWIM funded projects have provided assistance to <br />Indian River County through the initiation of major programs in the <br />areas of water quality monitoring; mapping of seagrass, sediments, <br />land use, and stormwater outfalls; reconnecting impounded marshes <br />to the Lagoon; correcting failed septic and stormwater systems; <br />providing resource planning tools; and establishing public <br />awareness and education activities; and <br />WHEREAS, the continued funding of the SWIM program and the <br />establishment of a permanent funding source will result in the <br />successful continuation and completion of projects designed to <br />preserve and restore the state's valuable surface waters such as <br />the Indian River Lagoon system; <br />NOW, THEREFORE, BE IT RESOLVED that the Indian River County <br />Board of County Commissioners respectfully requests that the <br />legislature continue the SWIM program and establish a permanent <br />funding source for this most worthwhile endeavor. <br />
