Brown, County Administrator <br />Vincent Burke, PE, Director of Utility Services <br />Prepared By: Arjuna Weragoda, PE, Capital Projects Manager <br />Subject: Upper Floridan Aquifer Groundwater Monitoring <br />Descriptions and Conditions: <br />Indian River County Department of Utility Services (IRCDUS) owns and operates two (2) regional potable <br />water treatment plants (WTPs). The South County WTP withdraws groundwater from seven existing <br />Upper Floridan Aquifer (UFA) production wells, while the North County WTP relies on groundwater from <br />nine existing UFA production wells. The groundwater withdrawals from these wells are authorized by a <br />Consumptive Use Permit (CUP -10524) issued by the St. Johns River Water Management District <br />(SJRWMD). <br />Analysis: <br />As part of the CUP modification SJRWMD requires groundwater modeling to demonstrate no interference <br />with other existing permitted uses. In order to validate the groundwater modeling, staff requested <br />Kimley-Horn and Associates (KHA) prepare a proposal for groundwater monitoring. The work order will <br />be provided in accordance with the Agreement for Professional Services Contract No. 2018008 dated <br />April 17, 2018. The scope is more specifically described in Work Order No. 29. The total negotiated cost <br />for the groundwater modeling in Work Order No. 29 is a sum amount of $39,847.00. <br />Funding: <br />Funds for this project are derived from the other professional services account in the Utilities operating <br />fund.
