INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />CONSENT <br />TO: Jason E. Brown, County Administrator <br />THROUGH: Richard B. Szpyrka P.E., Public Works Director <br />FROM: W. Keith McCully, P.E., Stormwater Engineer <br />SUBJECT: Approval of Work Order No. 30 with Kimley-Horn for Moorhen Marsh Low Energy <br />Aquatic Plant System Structural Design <br />DATE: December 26, 2019 <br />DESCRIPTION AND CONDITIONS <br />On April 18, 2017, the Board of County Commissioners approved the purchase of an 18.03 -acre parcel at <br />the southeast corner of the intersection of the Indian River Farms Water Control District's Lateral "A" and <br />North Relief Canals. A regional stormwater treatment facility that will use managed aquatic plants to <br />remove nitrogen and phosphorus from North Relief Canal water will be constructed on the property. The <br />project is part of the County's effort to reduce nutrient discharge into the Indian River Lagoon and is listed <br />as CIRL-IRC-07 in the County's most recent Best Management Practice update submitted to Florida <br />Department of Environmental Protection. A pilot plant study near the site was completed in February 2018 <br />and final system design is nearing completion. <br />Specialized structural engineering services are necessary to complete the design and Work Order No. 30 <br />addresses these issues. Specific services are listed in the attached Work Order. <br />The not -to -exceed lump sum professional services fee is $118,000.00. <br />FUNDING <br />Funding is available from Optional Sales Tax/Public Works/CIP-Moorhen Marsh -PC North, Acct #31524338- <br />066510-16018. <br />RECOMMENDATION <br />Staff recommends the Board of County Commissioners approve Work Order No. 30 with Kimley-Horn and <br />authorize the Chairman to execute the Work Order on behalf of the County. <br />ATTACHMENTS <br />Work Order No. 30 <br />DISTRIBUTION <br />Public Works Stormwater Division <br />APPROVED AGENDA ITEM FOR JANUARY 7, 2020 <br />70 <br />
