Board of Commissioners SWDD Meeting Minutes-Final November 19, 2019 <br /> The Chairman opened the floor for public comments;there were none. <br /> A motion was made by Commissioner Solari, seconded by Vice Chairman <br /> Flescher,to approve staffs recommendation. The motion carried by the <br /> following vote: <br /> Aye: 5- Chairman Adams,Vice Chairman Flescher, Commissioner Zorc, Commissioner <br /> O'Bryan, and Commissioner Solari <br /> 15. B.3.19-1050 Amendment No. 1 to CCNA-2018 Work Order No 4 -Evaluation of Pilot Study <br /> of Using Evaporation Technology for Leachate Management <br /> Recommended Action: Solid Waste Disposal District staff recommends that its Board approve the <br /> following: a)Approve Amendment No. l to CCNA-2018 Work Order No. 4 <br /> with Geosyntec in the amount of$19,975 to provide professional services <br /> related to the Evaluation of a Leachate Pilot Study; and, b)Authorize the <br /> Chairman to execute the same, as presented <br /> Attachments: Staff Report <br /> Amendment No 1 <br /> Utility Services Director Vincent Burke reviewed the information contained in <br /> his report for further evaluation of the pilot study using Thermal Evaporation <br /> Technology for leachate treatment. <br /> Chairman Adams opened the floor for discussion;there was none. <br /> A motion was made by Vice Chairman Flescher, seconded by Commissioner <br /> Solari,to approve staffs recommendation. The motion carried by the following <br /> vote: <br /> Aye: 5- Chairman Adams,Vice Chairman Flescher, Commissioner Zorc, Commissioner <br /> O'Bryan, and Commissioner Solari <br /> 15. B.4.19-1057 Yard Waste Processing and Recycling Services Agreement with Atlas Organics, <br /> Inc. <br /> Recommended Action: Staff recommends the Board approve the Yard Waste Processing and Recycling <br /> Agreement with Atlas Organics Indian River, LLC and authorize the Chairman <br /> to execute the Agreement after approval by the County Attorney as to form and <br /> legal sufficiency, receipt and approval of the performance bond by the County <br /> Attorney and approval of the required insurance by the Risk Manager <br /> Attachments: Staff Report <br /> Agreement with Atlas Organics <br /> Utilities Services Director Vincent Burke reviewed the Yard Waste Processing <br /> and Recycling Agreement with Atlas Organics, Inc. detailed in his <br /> memorandum. Director Burke pointed out that Atlas Organics was willing to <br /> implement $250,000 of improvements to the yard waste facility, with the <br /> condition that if the County terminates the contract within the first year,the <br /> County would pay an early termination penalty of$250,000. <br /> Indian River County Florida Page 2 <br />
