Public Works <br />12.F.1. 19-1212 Report on 66th Avenue Right -of -Way Acquisition Costs <br />Recommended Action: <br />Staff recommends that the Board direct staff to continue with the current <br />method of right-of-way acquisition, which includes the use of eminent domain <br />proceedings if an agreement to a purchase right-of-way at a fair price is not <br />obtainable <br />Attachments: Staff Report <br />66th Ave (South of 41st St -57th St) ROW Purchases <br />66th Ave (49th St. to 85th St) ROW Purchases <br />Public Works Director Rich Szpyrka used a PowerPoint Presentation and <br />referred to the documentation included in staffs memorandum to provide an <br />update of the right-of-way acquisition costs for the 66th Avenue Road Widening <br />project. He noted that the unique characteristics related to each of the acquired <br />properties led to inconsistent per acre costs. <br />Director Szpyrka discussed the eminent domain process, and he indicated that <br />the January 7, 2020 approval of the S.C.A.L.E. Report, which stands for Safety, <br />Cost, Alternate Alignments, Long Range Planning, and Environmental <br />Considerations, was necessary for eminent domain proceedings. <br />Indian River County Florida Page 5 <br />
