Board of Commissioners ESD Meeting Minutes -Final November 19, 2019 <br /> 15. SPECIAL DISTRICTS AND BOARDS <br /> A. Emergency Services District <br /> The Board of County Commissioners reconvened as the Board of Commissioners <br /> of the Emergency Services District. The minutes will be approved at an upcoming <br /> Emergency Services District meeting. <br /> 15. A.1.19-1036 Collective Bargaining Agreement between Indian River County and the <br /> International Association of Firefighters, Local 2201 <br /> Recommended Action: Staff respectfully recommends approval of the collective bargaining agreement <br /> between Indian River County and the International Association of Firefighters, <br /> Local 2201, approve retroactive pay for the first full pay period in October and <br /> requests the Board to authorize the Chairman to sign. <br /> Attachments: Staff Report <br /> Proposed Changes to CBA <br /> Letter of Ratification from Local 2201 <br /> IAFF Proposed Contract <br /> Emergency Services Director and Fire Chief Tad Stone presented the Collective <br /> Bargaining Agreement(the Agreement) between Indian River County (IRC) and <br /> International Association of Firefighters (IAFF), Local 2201. He stated that there <br /> were a number of changes to the contract and he highlighted some of the items, <br /> which were contained in his memorandum dated November 14, 2019. Chief Stone <br /> noted the effective date of the Agreement, October 1, 2019. He thanked the <br /> County and staff for their assistance with the Agreement. <br /> Chairman Adams opened the floor for public discussion. <br /> John O'Connor, President of IAFF, Local 2201, thanked Chief Stone and his staff <br /> for working with the collective bargaining team. He appreciated the time and <br /> effort that went into drafting the Agreement, and he thanked the Board for their <br /> consideration. <br /> County Administrator Jason Brown thanked the IAFF and all who worked together <br /> to create the Agreement. <br /> A motion was made by Vice Chairman Flescher, seconded by Commissioner Zorc,to <br /> approve staffs recommendation. The motion carried by the following vote: <br /> Aye: 5- Chairman Adams, Vice Chairman Flescher, Commissioner Zorc, Commissioner <br /> O'Bryan, and Commissioner Solari <br /> Indian River County Florida Page 1 <br />
