Brown, County Administrator <br />From: Vincent Burke, PE, Director of Utility Services <br />Prepared By: Arjuna Weragoda, PE, Capital Projects Manager <br />Subject: Roseland Road Force Main Extension and Wastewater Facilities for Dale Wimbrow and <br />Donald McDonald Parks <br />Background: <br />Indian River County Department of Utility Services (IRCDUS) proposes to extend the existing force main along <br />Roseland Road. The extension of the force main will facilitate the two (2) parks owned and operated by Indian <br />River County, City of Sebastian's Municipal Airport facility, City of Sebastian residents, and unincorporated <br />Indian River County residents to connect to centralized sewer at a future date. The extension of this force <br />main will serve as the main collector to all the properties between Sunset Drive to the north and Hotchkiss <br />Drive to the south. <br />Analysis: <br />Staff reached out to Masteller and Moler, Inc. (M&M), for a proposal to provide surveying, design, <br />geotechnical, permitting, bidding, and construction phase assistance. <br />The work order has been provided in accordance with the Continuing Contract Agreement for Professional <br />Engineering Services with M&M dated April 17, 2018. The scope is more specifically described in the attached <br />Work Order No. 8. The total negotiated cost for Work Order No. 8 is a total sum amount of $116,880.00. The <br />design cost will be split between IRCDUS and Parks and Recreation. <br />Funding <br />Funding in the amount of $62,380 is budgeted and available for the Utilities portion of this project. Capital <br />fund revenues are generated from impact fees. Furthermore, new growth has created the need for the <br />expansion or construction of the facilities, and that new growth will benefit from the expansion or <br />construction of the facilities. <br />Funding in the amount of $54,500 is budgeted and available in the Optional Sales Tax fund for the wastewater <br />facilities for Dale Wimbrow and Donald McDonald Parks. <br />58 <br />
