Boyer, PE, Utility Engineer <br />Subject: Amendment Number 2 to the Agreement for Professional Services <br />45th Street Improvements (IRC -1722) — RFQ 2018012 <br />Descriptions and Conditions: <br />On March 13, 2018, the Board of County Commissioners (BCC) approved the Agreement for Professional <br />Services for RFQ 2018012 with Masteller & Moler, Inc. for the 45th Street Improvements project in the <br />amount of $308,000.00. These services include survey, design, and permitting to relocate the existing <br />roadway south and enclose the sub -lateral 'H' canal along the south side of 45th Street, from 43'd Avenue <br />to west of 58th Avenue, approximately 1.2 miles, in a manner consistent with the Gifford Neighborhood <br />Plan. These improvements also include the addition of 5' wide paved shoulders, pavement markings, 6 - <br />foot sidewalk on the south side of 45th Street, existing sidewalk repairs, and the replacement of failed or <br />failing drainage pipes under the roadway. Amendment 1, approved by the BCC on May 21, 2019, in the <br />amount of $43,500, authorized Masteller & Moler, Inc. to provide design services for conflicting existing <br />water and wastewater mains owned by the Indian River County Department of Utility Services (IRCDUS). <br />During the performance of their services, Masteller & Moler, Inc. discovered that the existing water main <br />along 45th Street has less than the required 36 -inches of soil cover. After reviewing the data, IRCDUS staff <br />decided to replace the existing water main. This Amendment 2 to the Agreement for Professional Services <br />will therefore provide additional surveying, design, and permitting services for the replacement of the <br />existing water main along 45th Street. <br />Amendment 1 ($43,500.00) and the professional fees for Amendment 2 ($35,900.00) bring the total to <br />$387,400.00. <br />Funding: <br />Funds for Amendment.2 are available in the Utilities Operating Fund under account #471-169000-16503 <br />in the amount of $35,900.00. Utilities operating funds are derived from water and sewer sales. <br />Recommendation: <br />Staff recommends the Board of County Commissioners approve Amendment 2 for Masteller & Moler, Inc. for <br />a lump sum amount of $35,900.00. <br />Attachments: <br />1.
