the elimination of landfill tipping fees. With respect to <br />household trash, residents pay for its disposal when they pay their <br />SWDD fee. So from a cost perspective, there is no reason to <br />illegally dump household trash. <br />Convenience may be one reason that household trash is illegally <br />dumped. To the extent that transfer stations may not be <br />conveniently located or not be open at convenient times, residents <br />may chose illegal dumping over proper disposal. Changes in <br />transfer station schedules and procedures may reduce some illegal <br />dumping of household trash. <br />Of course, the most effective way to reduce the illegal dumping of <br />household trash is to establish mandatory collection. With <br />mandatory collection, it would typically be more inconvenient to <br />dump trash off site than to leave it on site to be collected. <br />Consequently, mandatory collection could significantly reduce <br />illegal dumping of household trash. <br />With respect to illegal dumping of landclearing and C & D <br />(construction and demolition) debris, there are similar ways to <br />limit the problem. While mandatory collection will not affect <br />those types of dumping problems, more convenient disposal/transfer <br />facilities can help. <br />Regardless, code enforcement will probably always be necessary. <br />This report is for information only.
