INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />TO: Jason E. Brown, County Administrator <br />THROUGH: Richard B. Szpyrka, P.E., Public Works Director <br />FROM: James W. Public Works Director <br />SUBJECT: Sector 5 Beach & Dune Restoration Project <br />APTIM Amendment No. 1 to Work Order 2018029-4 (IRC -1923) <br />DATE: December 3, 2019 <br />DESCRIPTION AND CONDITIONS <br />On April 3, 2018, the Board approved a contract with APTIM Environmental & Infrastructure, LLC (APTIM) <br />for professional coastal engineering and biological support services related to the management and <br />restoration of Sector 5 beach project area. The Sector 5 project area is a 3 -mile section of shoreline that <br />extends just north of Tracking Station Beach Park south to the Gables Oceanfront Condominiums. The <br />Sector 5 project area sustained damage from Hurricane Matthew (2016) and Hurricane Irma (2017) and is <br />in need of a large-scale beach and dune nourishment project to.maintain protection to upland properties <br />and infrastructure. <br />On May 29, 2019 the Board approved Work Order No. 2018029-4, in the amount of $241,741.00, to <br />provide professional services in support of construction administration and monitoring prior to, during, <br />and after construction of the Sector 5 Beach Restoration Project. <br />On December 10, 2019 the Board approved Change Order No. 1 in the amount of$1,879,240.02to Rio -Bak <br />Corporation, to install an additional 83,100 tons of sand within the project limits of the Sector 5 Beach & <br />Dune Restoration Project due to the impacts of Hurricane Dorian on September 3, 2019. <br />The above Change Order to Rio -Bak impacted the original Work Order approved by the Board for the <br />construction monitoring services being provided by APTIM. Due to the extra work being completed by Rio - <br />Bak in a condensed time frame; Public Works Staff requested a cost proposal from APTIM for an <br />amendment to- Work Order No. 2018029-4 in order to cover the additional construction monitoring <br />services as a result of the unplanned Saturday and Sunday work operations in order to meet our project <br />completion deadlines. <br />The Consultant provided a costproposal of $54,479.25, to accomplish the additional construction <br />monitoring services as detailed in proposed Amendment No. 1 to APTIM Work Order No. 2018029-4. <br />County staff has reviewed the proposed cost for Amendment No.1 in the amount of $54,479.25 and found <br />the cost to be in line with the current approved work order and existing professional services agreement. <br />FUNDING: <br />107 <br />
