Brown, County Administrator <br />Kristin Daniels, Director, Office of Management and Budget <br />Jennifer Hyde, Purchasing Manager <br />Ranking of Firms and Authorization to Negotiate — RFP 2019062 Disaster <br />Debris Monitoring <br />BACKGROUND: <br />On behalf of the Public Works Department, Requests for Proposals (RFPs) were solicited for <br />Disaster Debris Monitoring services after a hurricane or other event requiring debris removal. This <br />work has previously been completed internally by staff from various departments. As <br />documentation required by the Federal Emergency Management Agency (FEMA) has become <br />more complex, specialized monitoring services are necessary. The term of award is proposed for <br />one three-year term, to both a primary and secondary firm. <br />RFP RESULTS: <br />Advertising Date: September 16, 2019 <br />RFP Opening Date: October 15, 2019 <br />Solicitation Broadcast to: 231 Subscribers <br />RFP Documents Requested by: 15 Firms <br />Replies: 5 Firms <br />ANALYSIS: <br />A selection committee comprised of Rich Szpyrka, PE, Public Works Director, James Ennis, PE, <br />Assistant Public Works Director, Kristin Daniels, CGFO, Director, Office of Management and <br />Budget, Himanshu Mehta, PE, Managing Director, SWDD, and Laura Yonkers, PE, Land <br />Development Engineer independently evaluated and scored the received proposals in accordance <br />with the RFP document and Purchasing Manual. Evaluation criteria included qualifications of the <br />firm, staff and availability, project approach and understanding and cost proposal. These scores <br />were compiled by the committee and an overall initial ranking of firms developed. <br />The top three firms were invited to participate in interviews and to demonstrate the devices and <br />systems to be utilized in the work. At the conclusion of the interviews, each committee member <br />ranked the top three firms, with those rankings compiled to develop the final ranking of firms. <br />13 <br />
