Zito, Assistant County Administrator <br />From: Kevin Kirwin, Director, Parks and Conservation Resources <br />Subject: Work Order Number 3 — Continuing Engineering Services RFP 2018008 — <br />Coastal Waterways Design and Engineering, LLC - Permitting and Design for <br />a Dune Crossover Replacement at Seagrape Trail Beach Access <br />BACKGROUND: <br />On April 17, 2018, the Board of County Commissioners approved Continuing Consulting <br />Engineering Services Agreements for RFQ 2018008 between Indian River County and Coastal <br />Waterways Design and Engineering LLC. This award replaced the Continuing Contract <br />Agreement for Professional Services, dated November 4, 2014. Because the estimated cost of <br />construction of the new crossover is under the maximum threshold, the project is eligible for design <br />under the continuing services agreement. <br />During the overnight hours of February 21, 2020, high surf, strong winds from the east and higher <br />than average tides caused extensive damage to the dune crossover at Seagrape Trail Beach Access <br />Park. The damage was inspected and deemed not repairable and it was determined that the <br />descending stairwell and pilings will need to be designed, permitted and replaced. Staff's intention <br />is to reconfigure the stairwell of the crossover so that it will be able to better sustain future storm <br />events. The Seagrape Trail Beach Access is in Sector 3 which is scheduled for a beach and dune <br />nourishment project starting in November 2020. The dune crossover project will be take into <br />consideration the projected dune and beach profiles as the result of the nourishment project. The <br />Seagrape Trail Beach Access is located at 8462 Highway A1A. <br />Work Order Number 3, under the current Continuing Consulting Engineering Services Agreements <br />for RFQ 2018008, would provide. for Design, Permitting. and Construction Administration Services <br />to be conducted by Coastal Waterways Design and Engineering LLC. The total amount of this <br />work order is $19,950. The estimated permitting application fees of $1,200.00 will be submitted <br />directly by the County and are not included in the Work Order Number 3 agreement. <br />FUNDING: <br />Funding in the amount of $21,150 will be provided by a Budget Amendment from MSTU/Reserve <br />for Contingency to MSTU/Beach Parks/Seagrape Trail Boardwalk, Account Number 00411672- <br />066390-20025. <br />110 <br />
