1994-95 NEIGHBORHOOD CDBG - WABASSO AREA WATER, PAVING <br />AND DRAINAGE IlVIPROVEMENTS - CLARK, ROLTMELIS AND <br />ASSOCIATES, INC. - AGREEMENT AND WORK ORDER #1 <br />The Board reviewed a Memorandum of March 15, 1995: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Director <br />SUBJECT: Planning and Application Services Agreement and Work Order <br />#1 - 1994/95 Neighborhood CDBG for Wabasso Area Water, <br />Paving, and Drainage Improvements - Indian River County and <br />Clark, Roumelis and Assoc., Inc. <br />DATE: March 15, 1995 <br />DESCRIPTION AND CONDITIONS <br />The attached Professional Services Agreement and Work Order #1 <br />between Indian River County and Clark, Roumelis, and Assoc. Inc, <br />provide for planning, grant application, and project grant <br />management services for the Wabasso Area Water, Paving, and <br />Drainage Improvements to the Colored School Subdivision and <br />Whitfield Subdivision. Under the CDBG program administered by the <br />Florida D.C.A., the County can apply for a total project grant of <br />$750,000 for low and moderate income households. The professional <br />service fees of 8% for grant application preparation and grant <br />administration will be funded by the grant if received. If the <br />County does not receive the grant, no fees will be paid to Clark, <br />Roumelis & Associates, Inc. <br />ALTERNATIVES AND ANALYSIS <br />The alternatives are as follows: <br />Alternative No. 1 <br />Approve the Agreement and Work Order #1 as attached or as <br />amended by the Board, if amendments are appropriate. <br />Alternative No. 2 <br />Deny approval of the Agreement and Work Order #1 and ask <br />staff to renegotiate. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends Alternative #1 whereby the attached Agreement and <br />Work Order #1 are approved. Funding shall be by grant funds if <br />received. <br />Director Davis reviewed staff's recommendation and advised <br />that the County Attorney has requested a few minor revisions to the <br />proposed contract; such as the length of time for payment of fees <br />to the consultant. <br />MARCH 21, 1995 4JM <br />
