Monthly <br />housing cost for renter -occupied housing shall include <br />contract rent and necessary utilities (excluding telephone and <br />s CATV). <br />4. The provisions of Chapter 103, Commissions and Boards, of the <br />Indian River County Code shall apply to the activities of the <br />Affordable Housing Advisory Committee unless otherwise <br />specified in Section 308.07 of the Indian River County Code. <br />`i 5. The Affordable Housing Advisory Committee shall have no power <br />or authority to commit Indian River County to any policies, <br />incur any financial obligation, or to create any liability on <br />the part of the County until approved or adopted by the Board <br />of County Commissioners. <br />The foregoing resolution was offered by Commissioner Adams and <br />seconded by Commissioner Tippin , and, being put to a vote, <br />the vote was as follows: <br />Chairman, Richard N.
